Standardized Testing and School Budgets: How Impoverished Schools Suffer From The Obsession With Testing. This paper addresses the place of standardized testing in public schools with respect to special education programs. It raises questions about using these tests to "track" students into remedial or special ed classes, and about what the tests actually measure.
