U.N. Human Rights Commission Implementation Flaws. Human Rights Commission was formed by the United Nations to monitor the activities of member states especially the ones with poor human rights conditions. But over the years, it has been noticed that United Nations has failed to exercise its influence on countries that have been blatantly violating provisions of human rights Charter.
